In the 1970s and 1980s, politics and society wrestled with the question of whether the Federal Republic of Germany was a country of immigration. Munich took on a pioneering role in debates about the integration and participation of migrants. As one of the first to do so, the city established a foreigners’ advisory board that was intended to represent the interests of foreign residents and their demands for social and political participation.
